From October 1, 2019 foreign citizens can apply for a single-entry business, humanitarian and tourist visas for visiting territories of St. Petersburg and the Leningrad region, using specialized website of the Russian Ministry of Foreign Affairs at http://electronic-visa.kdmid.ru/.

An electronic visa for visiting these territories can only be obtained by citizens of foreign states, the list of which is approved by Order № 2021-r. of the Government of the Russian Federation on September 10, 2019.

An electronic visa is issued free of charge on the basis of an application of a foreign citizen completed in electronic form on the indicated website of the Russian Ministry of Foreign Affairs no later than 4 calendar days before the expected date of entry. A digital photograph in the form of an electronic file is attached to the application. Electronic visas are issued for a period of validity of 30 days from the date of issue and with the permitted stay in the Russian Federation up to 8 days from the date of entry.

Electronic visas for visiting the city of St. Petersburg and the Leningrad Region are valid for entry into the Russian Federation and exit from the Russian Federation by air, road and water transport, as well as without using vehicles (on foot) only at the following checkpoints across the state border of the Russian Federation located in the territories of the city of St. Petersburg and the Leningrad region:

1. Pulkovo air border checkpoint;
2. Sea checkpoints "Vysotsk", "Big Port of St. Petersburg (sea station)", "Passenger Port of St. Petersburg";
3. Automobile checkpoints "Ivangorod", "Torfyanovka", "Lingonberry", "Svetogorsk";
4. Pedestrian checkpoint "Ivangorod".

Entrance to and exit from St. Petersburg and the Leningrad Region with electronic visas by rail is not yet possible due to technical reasons (border control on passenger rail links with Finland and Estonia is carried out not in stationary conditions, but directly in trains on the move).

Foreign citizens who have received electronic visas to visit the territories of St. Petersburg and the Leningrad Region have the right to be and move only within the specified territories, non-compliance with this requirement is regarded as a violation of the regime of stay of a foreign citizen in the Russian Federation, entailing administrative responsibility.

Transport companies can check if a foreign citizen has a valid electronic visa on a special automated website of the Russian Ministry of Foreign Affairs at http://evisacheck.kdmid.ru/. Information on the verification procedure will be posted there in Russian and English.

Foreign citizens are personally responsible for the correctness of their personal data when applying for an electronic visa, including the spelling of their surname and first name (s) in exact (literal) accordance with how they are indicated in the passport. In the case of complete or partial mismatch of these data with the data contained in the passport (citizenship, last name, first name (s), date of birth, gender, passport number), or the provision of non-personal photographs, they will be denied entry to the Russian Federation at the checkpoint through the state border of the Russian Federation, and electronic visas issued on the basis of false data submitted are canceled. The only exceptions are cases when the names of a foreign citizen contain more characters than provided by the format of an application for an electronic visa.
