In accordance with the decree of the Government of the Russian Federation from August, 16, 2004 № 413 "On Migration Card" when entering the Russian Federation a foreign citizen is obliged to receive and to fill in a Migration card and present it to the official of border control, who while comparing information included in the Migration Card with the information contained in his/her visa and passport, should place in the Migration Card stamp on entry into the Russian Federation.

Migration Card forms are issued to foreign citizens entering the Russian Federation for free by officials of the border control authorities or representatives of organizations providing transportation services to foreign nationals coming to the Russian Federation.

The Migration Card is with a foreign citizen during the period of his/her stay in the Russian Federation and should be submitted together with other documents for registration at the place of stay.

In the event of damage to or loss of the Migration Card the foreign citizen is obliged within three days to report it to the territorial body of the MIA of Russia at the place of stay. Upon presentation by the foreign citizen of the documents on the basis of which he/she entered into the Russian Federation, he/she is issued free of charge duplicate of the migration card.

When leaving the Russian Federation the foreign citizen is obliged to hand over the Migration Card to the border official at the state border checkpoint of the Russian Federation.
