The temporary restrictions on the entry to the Russian Federation for foreign citizens and stateless persons due to COVID-19 pandemic
In accordance with the Executive Order of the Government of the Russian Federation dated March 16, 2020, № 635-P, foreign citizens and stateless persons, including those who originate from the territory of the Republic of Belarus and the citizens of the Republic of Belarus, will not be allowed to enter the Russian Federation, with effect from 00.00 hrs (local time) of March 18, 2020, until 00.00 hrs (local time) of May 1, 2020.
The following individuals are exempted from these restrictions: accredited or appointed officials of diplomatic, consular and other official missions of foreign states in the Russian Federation, employees of international organizations and their family members; international road transport drivers, crew members of aircraft, sea and river vessels, train and locomotive brigades of international railways; the official delegations members; diplomatic and official visa holders; holders of private visas issued due to the demise of an immediate relative; permanent residents of the Russian Federation; visa-free travelers passing through airports check points in transit.
Therefore, from the above mentioned date receiving of documents, processing and issuing of visas of all categories to foreign nationals and stateless persons are suspended, with an exception for diplomatic and official visas as well as for ordinary business visas for international road transport drivers, crew members of aircraft, sea and river vessels, train and locomotive brigades of international railways and ordinary private visas issued to foreign nationals and stateless persons entering the Russian Federation due to the demise of an immediate relative provided that a document confirming the demise of an immediate relative – a duly authenticated international telegram or the copy of a death certificate along with a document confirming the degree of kinship - is submitted.
All the described measures are of temporary nature and caused by special circumstances arising from the necessity to protect the public health in the Russian Federation from the pandemic of a new coronavirus infection.
