From July 1, 2019 in accordance with the Resolution of the Government of the Russian Federation dated May 15, 2019 No. 595, citizens of foreign countries (Austria, Andorra, Bahrain, Belgium, Bulgaria, Vatican, Hungary, Germany, Greece, Denmark, India, Indonesia, Iran , Ireland, Iceland, Spain, Italy, Qatar, Cyprus, China (including Taiwan), Democratic People’s Republic of Korea, Kuwait, Liechtenstein, Latvia, Lithuania, Luxembourg, Malaysia, Malta, Mexico, Monaco, Netherlands, Norway, Oman, Poland , Portugal, Romania, San Marino, Saudi Arabia, North Macedonia, Serbia, Singapore, Slovakia, Slovenia, Turkey, Philippines, Finland, France, Croatia, Czech Republic, Switzerland, Sweden, Estonia, Japan) can apply for single business, humanitarian and tourist visas in the form of an electronic document (electronic visas) to visit the Kaliningrad region on the specialized website of the Ministry of Foreign Affairs of Russia at the address: http://electronic-visa.kdmid.ru/.
An electronic visa is issued free of charge on the basis of an application of a foreign citizen filled out in electronic form on the indicated site of the Russian Foreign Ministry no later than 4 calendar days before the expected date of entry, with a digital photo attached in the form of an electronic file. No other documents are required for obtaining an e-visa.
Electronic visas are issued for a period of 30 days from the date of issuing and with an allowed period of staying on the rest of Russia up to 8 days from the date of entry. Electronic visas for visiting the Kaliningrad region are valid for entry into the Russian Federation and exit from it only through the following checkpoints located in the territory of the Kaliningrad region:
- air checkpoint "Kaliningrad (Khrabrovo)";
- sea checkpoint "Kaliningrad" (sites in the cities of Kaliningrad, Baltiysk and Svetly);
- automobile checkpoints "Bagrationovsk", "Gusev", "Mamonovo (Grzekhotki)", "Mamonovo (Gronovo)", "Sea", "Pogranichny", "Sovetsk", "Chernyshevskoe";
- railway checkpoints "Mamonovo", "Sovetsk";
Foreign citizens, who have received electronic visas to visit the Kaliningrad region, have the right to be and move only within the Kaliningrad region. The using of such visas to transit through the rest of Russia to the Kaliningrad region or exit from it, including through airports with non-stop air flight, is not possible.
